事关重大,不能冒然行事 = this thing is of great importance, must tread carefully
大大提高(一个东西)的质量 = greatly improve the quality of something
(一个东西)不太实用 = this thing is not really practical
大力发展 (一个东西) = to promote and develop something
拿不出可靠的数据 = cannot back something up (unverifiable)
地广人稀 = (depicting a region) a large area but scarce people
可以广泛应用 = can be extensively used
基础建设 = infrastructure development (roads, transport, ...)
技术已经很成熟 = the technology is already quite developed
从技术到商业运营需要很长时间的探索 = a technology, from the development to commercial phase, requires a long period of exploration
新式交通工具 = a new mode of transport
