I am a mainland Chinese student.大陆通常使用、书写简体字，大多人认识繁体字。至于能否熟练书写繁体字，因人而异了。涉及到传统文化，如书画、对联等时仍用繁体字。

而港、澳、台、海外华人还是以繁体字为主。

如果您是秉着对汉文化的兴趣学习汉语或者是跟港澳台联系密切，建议使用繁体。学会繁体后再学习简体，很容易，现在大陆的老人们大都经历过这个过程。我爷爷上学的时候使用得就是繁体！

you'd better write as

"最后，出租车司机在我面前撕了它"

“终于”、“最后”can be translated into "finally" both,

but, '终于' have the meaning that you hope the driver to tear the bill up very much。

and ,“剥”generally means  "peel  something" 。
