Just a small correction here:
zhe4li = here (不是 jeli)
fan1yi4= to translate; translation (不是 fan1)
Ok, here's the answer:
Yes, you're right. The translation should be “It doesn't snow here”.
It's hardly snow here = 这里几乎不下雪 or 这里很少下雪
