Is this real?

I saw this today and wondered if this was real or exagerated.

NOTE: FROM SHANGHAI POLICE

All foreign teachers/expats are required to carry their passport with them at all times, 24 hours a day; 7 days a week.
All foreign teachers/expats are required to register with their local PSB (Police Station) within 24 hours of arrival/issuance of a new visa or change of any details.
All foreign teachers/expats are required to return to their own place of residence each night or notify the local PSB if they are staying in another residence after 11pm, EACH NIGHT.
All foreign teachers/expats who travel outside of Shanghai must have a clearance letter from their employer and their employer must be aware of ALL and ANY travel arrangements.

ADVICE: FROM SHANGHAI POLICE

All foreign teachers/expats should avoid from "socialising" within local area of any of the EXPO sites.
All foreign teachers/expats should avoid plane travel or long distance travel rail/bus travel.

The Shanghai and district PSB have tightened up on these requirements and WILL be checkingone in ten foreigners at their residences and on the streets. I have been advised by [redacted] that teachers should avoid travel / or trips out of shanghai and should be extremely careful when travelling [sic] within Shanghai over the next few months.

It sounds really quite scary!  Why does this EXPO attaract this attention from the police?

It's good to see the police are on the ball in Shanghai.  :-)  

I would say 'realish' - some looks like it is originally from the police (dreading the impending onslaught of a lot of drunk foreigners), and some is an interpretation of the police advice.  But by who?  By someone who is not a native English speaker?  By someone who manages the 'foreign teachers/expats'?  

In fact it is not clear to me which part you, Trevor, (or someone else) added.  Eg. why does it say travelling (sic) - this sic is the work of an American English speaker.  And who put the "..." around "socialising".  Not the police I should think. 

I wouldn't assume too much about this - its providence is not clear.  It is not clear which bit comes from the police - clearly not all of it.

Personally I'm not a big fan of news organisations, I've seen them bend the truth for too long now;-)  Hence why I wondered if someone here may have more direct experience of this.

I've seen some stuff about an EXPO but I'm not sure I know what its about or how long it lasts, or even if it should be interesting to someone more than 14hours away on a fast plane!
