Can you use "mei" instead of "bu" here? Is there a rule to follow?

When i moved to China I was surprised to learn how frequently people buy cell phones and how much money they spend on them. Somewhat of a status symbol and fashion statement. Don't want to be caught without the latest and one that doesn't match your outfit!

The train service in China is changing quickly and dramatically.  The economic stimulus launched last fall doubles the amount China will spend this year and next year from $50B usd to over $100B each year.  No other country comes close in terms of spend.  As an example, the US economic stiumulus package has $8B designated rail but over a much longer time period.

By 2015 China will have the most extensive high speed rail system in the world.  Two examples of lines that will open shortly are the Shanghai Hangzhou line.  I just drove to Hangzhou monday, it took about 3 hours.  The train will take only 36 minutes.

A lot interesting articles in the press recently describing China's massive rail build out.  Fortune did a very comprehensive article about 2 months ago.
