Is that right? plus if you take their car, I always ask to take their license details. <p>Yes, those guys are definitely operating in a grey area of the law.</p>
<p>In Shanghai, taxi drivers rent their cabs&nbsp; by the month for about 10,000 RMB. They have to make that back before they get any profit. They try to keep them in operation 24/7 whenever possible, and I have talked with a few who rotate 12-hour shifts with a brother. It's a hard way to make a living, and so some will supplement their income by driving without running the meter.</p>
<p>Some illegal cabs are just random people who are trying to make a few extra kuai. They are the dodgiest, in my opinion.</p>]]></description>

        <description><![CDATA[<p>it's the same here in chengdu. two friends or rellies working alternate 24hour shifts. my advice about whether or not to take an illegal taxi; if you know the cost of the fair with a legal taxi then you may be able to bargain for a cheaper ride with an illegal one.</p>]]></description>

<p>&nbsp;At that time the garden was at the end of the subway line (#1 or #2 I forget) and a large stadium was under construction. The only "taxis" were two old guys on three wheel motorcycles.</p>
<p>&nbsp;In my worst chinese I asked them to take us to the Shanghai Garden Park. Ok they said. My wife got on the first one and off he went!</p>
<p>&nbsp;My guy wanting to pee first. Needless to say my wife was angry and passionate when I finally showed up. First a hug then a "DON'T EVER DO THAT AGAIN !"</p>]]></description>
