Seems like the common pattern is to say the radical first. 

If I was following the pattern of the first 4 names I might say jiang would be:

姜，女羊姜

Or is 姜，美女姜 the way it's said in China (and he's not on the list)?

Very often, it's based on a character (or part of one) which makes up the surname. And very often, we choose the more poetic or memorable way to break down the surname.
