How to Pay for Someone to Practice Chinese

It occurs to me that with Skype or QQ, and the huge number of under and unemployed young people in China, there might be a way to hook up with one of them and pay them to practice speaking Chinese.

Anyone know of a bulletin board to forum to find someone of the sort?

Any secure way of payment? (QQ coin?)

What might be a reasonable rate?
