"跟马" 还是 "对这匹马"????

I heard on Rosetta Stone "这个男人在跟马说话". These are the characters used, wouldnt it be 这个男人对这匹马说话, just wondering, because the horse cant talk back, so which one is better to say?????

这个男人在对这匹马说话 is better.
