Electricity and Internet Access in University

Could anyone fill me in on the policies regarding electrity and internet access at night at Chinese dormitories? Any personal experience with that? In my experience, in some places they made wlan inaccessible after midnight, sometimes even going as far as shutting down elevators and air conditioners for a couple of hours. Several times a week, there would be an announcement that there would be no water supply for a few hours. But that's just based on smaller cities or campuses. At the moment, I'm especially interested in the situation at Tongji University in Shanghai as I'll be studying there next semester.
