Sushan, getting a visa seems easy in the mainland. You have three months to find a job with a three month tourist visa, and then just go to Hong Kong to register for the teachers visa. If I worked in China, I would want to go to either Shanghai or Beijing. It seems that there are so many websites about China, and looking for a job would involve reading newspaper ads as well as many different websites, each of which having different ads.

What level of Chinese speaking/hearing as well as reading/writing would be required to teach English?

To teach English you only need to be able to speak English because in English class you are only allowed to speak English. If you speak Chinese to your students, your manager will probably discipline you so you won't do it again. The only kind of classes you need to be able to speak Chinese in are when you teach high level people like adults and speaking Chinese would help explain grammar concepts.
