I don't know if I completely agree with your assesment:
我听不见 I am not able to hear.
This phrases is indicating, "I didn't hear" as it WOULD BE POSSIBLE to hear, just that in this one isolated instance the (SB) didn't hear.
我听得见 I am able to hear.
This phrase indicates an instance that you do hear.
While they do imply possibility or impossibility, I wouldn't recommend replacing these structures with, 会,不会,可以,不可以,能,不能。
