'tuo ku zi fang pi'

I just learned this hilarious expression (literally, take off your pants to fart) which describes doing something unnecessary, but I'm not sure what kinds of unnecessary actions it might describe. Anyone have some examples of how to use this phrase (apart from "carefully!")?
