But SUD-Rail is famous for beeing radical and starting unjustified strikes (they often don't give a shit about the passengers ...except when they fight out with them).

That's a reference to the planned economy of the USSR. A Gosplan was a 5 years plan of the economy.

Here it's about plan n°5 (25 years of planned economy).

don't know any french at all, but very interesting looking subject matter.

from what i can tell from the french writing on the banner it has something to do with conforming to the directives of some master plan(of didier porte?) and that the fate of such a plan lies with the people?
