Can anyone translate this sentence?

I don't get 从大处说 at all. I think 则 means 否则.

“则”in this sentence means "then",doesn't mean“否则” 否则=or,otherwise
there is not "省擦” in Chinese language。I think you may say ‘省察” that means examining yourself
