“理解”和“了解”都有understand的意思，但是“理解”的程度更深，not only can you know it, but also know why and how it comes, you understand it by reseaching ,analysing and so on, so it's more ratinal.
“了解”的程度没有“理解”深，normally means that you understand something mostly by contacting,doing survey and so on, you just know it, it's more about perceptual knowledge.
明白 can be adjective and also can be a verb. when it is an adjective, it can mean clear(clear enough to make people understand),like 他说得很明白，我都听懂了。
and 明白also can be a verb to mean understand, but it's not so formal as 理解。

抱歉 is a little formal, usually for something serious.
不好意思 can mean " excuse me" and also mean" embarrassed“， and when it means "sorry" usually for something not serious.
对不起 just mean sorry, it's the most common sorry.

外国人犯了违反移民法的罪是不可以保释的。
