you can translate "有=there is/are" sometimes. like" 明天下午有一个会议" , " 桌子上有一杯咖啡".
ande here "有个新同事" actually it omits 一,"有一个新同事"=there is a new member of the team. the pattern is "verb+(一)+measure word+noun" and here 一 is optional.

I have a question about Wang's office lesson
in the sentense 下周有个新同事要来 next week a new member of the team will arrive, what kind of grammar rule uses 有 and 要 in this question.
why 有 is in front of noun? please give more examples.
