so is it a BIG problem if you have never registered? Is this for every type of Visa?

I had the coffee and whiskey bill for $25,000 RMB I only drank 1 coffee no whiskey, I paid no money, on Najing road Shanghai there are many police, other forigner were complaining to the police about the same scam, they paid money to the coffee shop, I told the police the story, the reply was you do not have to pay a bill if its excess of the norm, of course the police would not follow me back to the coffee shop on the 7th floor
