Should I think of these 4 words as a 成语？because the structure of that sentence looks weird to me as in 已经人到中年。

Now 化妆 means to put on make up. Why did the speaker here use it like 换句话来说？Can they actually be interchanged?
Also what does 细腻的心思 mean here？
