Bù or méi ?

Could anyone tell me when to use 'bù' and when 'méi'?

I mean, I learned that both mean something like 'not', as in BU SHUO, BU HUI, BU DONG etc.

But why is it MEI YOU, MEI TING, and probably some other examples?
