HSK Level Correlation to Real World China

Does anyone have any idea how the HSK levels correlate to the real world China language.  For example, does an HSK LEVEL of 5 or 6 correlate to that of a grade school child in China?

Hoping someone can give feedback on this.

From memory (as a foreigner) you need HSK 6 to study at Bachelor's level at my university and HSK 7 to study at Master's level.  But how that corresponds to a native speaker's level  - I would be interested to know if there is any systematic answer to the question.  I think that an average native-speaking student in the first or second year of high school would be way ahead on Chinese language skills, but that is pure speculation.
