cultural slogans

What practical impact do the big slogans have on 老百姓?  I see this one, 构建和谐社会, literally everywhere. It's in the buses, on TV adverts, notice boards, and even at the entrance to my 小区.

I've got to confess... I'm ignorant when it comes to 儒家, and skeptical of political slogans.  Of what does 和谐社会 consist? Is it generally understood and agreed-upon within (contemporary) Chinese culture?

I think that they have a subliminal effect on 老百姓.
