头巾 seems to be everything between a scarf and a Hijab.
头饰 may be more elaborate than 头巾 but that's funny how 饰 brings some "napkin" connotation.

kimiik, I noticed the same thing while researching 头饰. Pera-kun popup defines it as "headcloth."
