If anyone is interested, here is an English-Chinese dictionary download for you.

As a newbie, I use it all the time.

I checked out the link, and it's just the open-source Zhongwen Development Tool repackaged and distributed on a spammy page. If you're looking for the dictionary, go to directly to ZDT and get it there.
