Hanzibar is quicker, and it works English to Chinese as well. On other hand ChinesePera-kun is completely free and it has good enlarged character detail including stroke count.

I use simsun or dimsun Java is so unreliable, maybe pera kun is best. i hope developers will use the .net framework for dicts in the future!
