An expansion sentence is translated as, I want coffee with sugar, "我想要咖啡加糖。"  为什么用都“想” 和 ”要“？  可以说， 我想咖啡加糖？ Does adding the 要 imply that "I want to order coffee..?"

yes, you are right. it means I want to have or oder something. In chinese, xiang3 has two meaning, one is to want and the other is to miss, so if you say wo xiang kafei jia tang which means you miss coffee and sugar. so we say wo xiang yao kafei jia tang which mean I want to have/order coffee with sugar.

I know 一边。。。一边 is used to show action at the same time, as in:  我一边吃饭一边看电视。  Do you ever use 正在 with this use of 一边？If I wanted to say, "I am eating and watching tv."

我正在一边吃饭一边看电视。

sure, 正在 means you are doing something now, so it's certain that you can say i am doing sth while doing some other things.

Can 正在 also refer to the past or future?  Like, 我正在学了中文的时侯，我更Amanda聊天儿。or

我正在说“go",你开始。

no, "正在"can only refer to present tense.

The time here in Virginia changes tonight to one hour ahear (Daylight Savings Time).  Can you call me 1/2 hour earlier tomorrow (that will be 10 pm my time)  I think that will be 10 in the morning in Shanghai?  I'll be on line then anyway.

We have had a huge snowstorm in Washington.  My flight back from New Mexico was cancelled twice, but I finally made it back today.  We can continue the phone calls at the normal time beginning my Sunday/your Monday.
