提前退休 (early retirement)

提前退休 tíqián tuìxiū (early retirement)

Anybody know much about early retirement initiatives for Chinese citizens? 

Obviously this does not directly affect me personally but I am interested in current institutions in China and how Chinese people are responding to them. 

There seems to be three distinct uses for 提 - this is one I hadn't come across before. Perhaps our mate tingyun would be able to expand? No pressure, I know you are a busy man.
