来福士 láifúshì (Raffles) 

A new complex opended in Chengdu recently, just down the road, called 来福士广场 (Raffles City).

As a transliteration this is not particularly close, but there are many examples that likewise bear only the faintest resemblance to the English sounds.  

Does anyone know the process one goes through to assign a Chinese name (eg. 来福士) to an English one (eg. Raffles)?
