chui and shui are reasonably similar sounds here, but tuo is a little weird.

The historical sound transition of "" and "" are as follows (rough approximations, as always);

zhiwoi > zhiwe > chui > chuei (= chui)
..tuoi....> tua ...> tuo ..> tuo  (= tuo)

At least, the two of them had similar vowels in ancient times, but later they gradually differentiated from each other perhaps due to the difference of consonants and medial vowel.
