That would be a little awkward. If you see 全市 as the entirety of the city which includes its people and its buildings and all, whereas 整个城市 emphasize one unity of the city in a more abstract way.

I think the correct one should be yong1you3. Taiwanese often have the accent to use the third tone when saying 拥. You may also hear sometimes they pronounce 拥抱（yong1bao4) as yong3bao4. hope that helps.
