As for the example sentence "天还没黑，我还不想回家。", I wonder that can I say 天还没黑，我还没想回家。instead?

Hi! I'm a bit confuse

Is 思念 can use only when two sides are missing each other or can be one side missing?

Like in the example that "the man still missing his ex-girlfriend whom he had broken up with for a long time ago." In case his ex-girlfriend doesn't miss him as he does, can he still says he 思念 his ex-girlfriend?
