我学中文学了两年。(I studied Chinese for 2 years.)

我学中文学了两年了。(I have been studying Chinese for 2 years.)

The sentence you're referring to, 我已经喝了一口了! isn't quite the same. Here, he second 了 is part of the pattern, "已经......了", whereas the first one indicates completed action.  Together, the sentence emphasizes, "[when you told me,]  I had already drunk some". It doesn't mean the action is going to continue."

I think that there is a part missing in the translation? 
"This phone isn't broken, it's just out of battery. Go home and after charging it for 30 minutes" + (the missing part which is... ) "it should work/turn on".

Is 小姑娘 a very young girl? Or just a girl that's any age? When I googled it images of very young girls came up, so I became curious (and it made the story a little bit creepier because I even got the impression that the guy in the story might be after little girls O_O ! )
