I'd say that the next best sentence the listener could be waiting for would be... "because now we can use it to not get wet". Now, since that's the obvious reason they use 还好 and the context speaks for itself, my guess is that stating it would be unnecesary or even redundant. Therefore了 would not leave the listener waiting for an explanation of why he/she specified the completion of the verb 带. But hey, just guessing over here.
