two weeks ago, i went to the Chengdu zoo. there are a lot of pandas there, they are so cute! But I didn't see any lions , leopards..

I have trouble understanding why the first 了 comes after 在 and not the verb (落).
And what is the function of the second 了?

I currently live in Chongqing, and food is very spicy here. I'm trying to adapt to the food, and most of the time I don't ask 不辣 but sometimes it's just too much ! ahaha
