Nimen shi jige ren? ask for the total number of persons of a particular group including the person or persons adressed. Tamen you san ge ren means that you only counted the 3 people that tamen accompanied. Of how many people tamen consist 2 or 2000 we don't know unless it known from the context. Tamen shi san ge ren means that the total group including tamen which always denotes 2 or more persons now consists a total of 3 persons.
