August 25, 2012 at 3:08 AM收 is as you said, receiving something concrete like a gift, an email or letter. 受 is more abstract like praise, appreciation, influence, suffering, illness etc.

I interpret this as even though we physically received (收到) your payment, we do not by company policy accept it (接受) here.
We are expecting Hurrican Isaac in Florida and might lost Internet connection for a day or two.
