Nine years of study and I still think twice about this one. The single (and strange, I admit) strategy which allows me to remember is this:
收 (receive by Jenny's definition) is a first tone word. The visual of a horizontal tone marker tells me that something tangible was given or handed over to me.
受 (accept by Jenny's definition) is a fourth tone word. The visual of a down stroke tone marker tells me that I heard/felt something and accepted it from my ears or head down into my heart/emotions.
