The logic behind 被:The government said this (especially in unhappy event), and people don't believe what it said. Therefore, they add "被" into verbs that aren't normally used as passive.

- the official said the person was dead in JAIL because he committed suicide. However, (of course), many people believe that he was murdered by the government.

It is a popular slang.

Another one

被高速

- The government took citizen's money to build high speed rail and ignore the welfare of them. In the end, the ticket price of high speed rail is very unaffordable. Therefore people think they are "high-speeded" by the government.
