In Indian culture, there is a very good reason to be averse to using your left-hand and shaking anybody else's: the left hand is used in lieu of toilet paper. Of course, that's probably not the case in the more modern areas of the country anymore. But the stigma is still there, and the poorer areas probably still follow this practice.
