I just listened to this lesson and it reminds me so much of what happened with Wang Yue, the toddler who was hit by a car in Guangzhou. Overall, I think the Chinese tend to fear bad events a lot more than their actual accurance (my mom would by insurance for everything if she could!). The chances that a victim would blame a good samaratan are probably extremely low, so that shouldn't affect our willingness to help. But a few high-profile cases make a whole nation of risk-averse citizens afraid to help.
