我今天不忙，可以看電視。
Why does this sentence use "keyi" instead of "neng"? I'm not getting permission from anyone to watch TV, and it doesn't seem like I'm settling for something that's doable but not ideal (like in Fiona's apartment scenario in the QingWen lesson). So why would I choose keyi over neng here?
