SaiTe, I work as a fire dept paramedic in San Francisco. Police here usually do NOT stop for an accident if it appears minor (no cracked windshield or car into pole type stuff) . They drive past car accidents here all the time, even some that are hindering traffic). That being said, I have to say that police in China definitely have different methods of dealing with certain situations as I have personally been involved in once.
I also drive past accidents if it appears minor when I have higher priority calls to go to.
