depending on the tone of the speaker it could be both. in general though when bu4 is used in this type of verb pattern it is said quickly in a neutral tone.

January 9, 2010 at 3:24 AMi think it has more to do with tone and context,as bababardwan explains. i'm not sure if any rule exists to denote when and why you should use one or the other. 为什么 is a more formal and polite form of enquiry, whereas 怎么 used in the context of why may suggest exasperation, frustration or surpise.
for eg:
你为什么今晚要出去玩？
你怎么今晚要出去玩？

according to one 'expert' apparently the US are just up to the same old tricks playing games.
i would suggest that any govt that comes out in support of that crazy 'ahmainajar' president of iran and his cruel cronies is scary.
