It is sort of interchangeable. The difference is mainly in proximity, in distance to the topic. This means that either the person you are talking too is not exactly close to your (spatial) position or the speaker doesn‘t care. Maybe he was referring to the couple in the past. It wouldn't really change anything in this context.

因为,一边是完全抛弃自存的乞讨 ,一边是整个城市的面子。我也听说过,国内有些城市为了减少乞丐的数量政府部门在媒体上有意地夸大假乞丐的消息,然后呢,让人们不要随便试试。

Well, technically you could so this for every vocab regardless of perceived difficulty. I don't see how showing more definitions would be a problem, you'd skip known words anyway and it isn't exactly cluttered or anything.
