主语是 “塑料购物袋国家强制性标准”
谓语是“发布和执行”。由于逗号的使用所以后半句省略了主语。
“6月”是时间状语，“强制”是修饰动词“执行”的所以也是状语。
substantive=主语 predicate=谓语。
我已经很久没做过句子分析了，不知道对不对呵呵。如果还有哪位有更好的建议，欢迎指教。

by the way! how do u say "流鼻涕”？呵呵
