“我忘带书了” is all right, but you can't say "我忘带了书". when you say "我忘了带书“, you highlight the word "忘", and if you use "我忘带书了", you emphasize "书" more.

you can also say "你带了伞吗" instead of "你带伞了吗".they are almost the same! just a little differences in different word enphasises.

另外，i don't know if it was the same meaning. “if”应该翻译为“是否”，而不能翻译成“如果”。“我不知道意思是否一样。”
