the shì...de sentence used in this lesson is not used for past tense. Correct?

I have a question on certain type of past tense questions such as posted in the expansion. "where did you buy your clothes?" With Pimsleur they stressed a shì .. de pattern, so the above I think might be "nǐ de yī fù shì zài năr maǐ de?"

So I was wondering if the shì is optional or is it two equally valid ways of posing past questions?

I definitely had difficulty understanding him. Is that common? If everyone would just enunciate like Jenny then I would have no problems understanding them! Seriously does that gap between how it is said outside the classroom and inside close after a year or two? I did not notice as wide a gap when I was learning Spanish. Tim
