Great lesson. I have a question （我有问题！）

In a previous lesson I learned 要不. In this lesson where the repairman says : 还是买个新的把, could he just as well say: 要不买个新的把？

Hi! Another great lesson - I love the Office series.

One question:

I don't understand why 我会努力的 was included in the dialogue and then not qualified or rendered in any way. And furthermore, I don't understand the final 的 here.
