I was always taught that the "bones" were written on only AFTER the prognostication had taken place. That the writings were in effect a record of the ritual.
That's right: we have bones that were clearly used in divination, but have no writing on them at all. (I have heard before the myth that Hessler repeats, though, so it must be a common mistake.)
