from the standpoint of astronomy,立冬is the beginning of winter but in climatology, we define "平均气温连续5天低于10ºC" as winter, just like what Johnb has said

Guānyú＂jǔxíng＂hé＂jǔbàn＂ for example: 中国是2008年奥运会的举办国。 Zhōngguó shì ２００８ nián Àoyùnhuì de jǔbàn guó． 上海是2010年世博会的举办城市。 Shànghǎi shì ２０１０ nián shì bó huì de jǔbàn chéngshì． 这次活动的举办方是某某公司。 Zhècì huódòng de jǔbàn fāng shì mǒumǒu gōngsī. we always use "ju3ban4" but not "ju3xing2" if we want to express "sponsor" in chinese.
